ADVANCING CALIFORNIA’S DATA-SHARING INFRASTRUCTURE: EMI’S ROLE IN CONNECTING FOR BETTER HEALTH (C4BH)
Building a Sustainable and Interoperable Health Data Exchange Framework
As California moves toward a more integrated health and social care system, Connecting for Better Health (C4BH) has emerged as a crucial coalition dedicated to accelerating data-sharing infrastructure across the state. EMI Advisors (EMI) is proud to partner with C4BH, working alongside providers, caregivers, health plans, patient advocates, innovators, and policy advisors to support the successful implementation of the California Data Exchange Framework (DxF)—the state’s first-ever data-sharing agreement designed to enhance health and social outcomes.
The DxF establishes a common set of policies, procedures, and standards that allow entities across the state to securely exchange electronic health information (EHI) and claims data. It also designates Qualified Health Information Organizations (QHIOs) to facilitate these exchanges—similar to the Qualified Health Information Networks (QHINs) under the Trusted Exchange Framework & Common Agreement (TEFCA).
Creating a Scalable and Testable Data Exchange Environment
Given the complexity of aligning disparate health and social data systems, EMI co-designed the DxF Community Sandbox, a cloud-based real-world testing environment that enables organizations to validate data payloads, test standards-based endpoints, and improve data quality.
By replacing manual, point-to-point testing with an agile, always-learning testing network, the Community Sandbox fosters transparency and efficiency across California’s social and health systems.
Enhancing Data Visualization and Interoperability
To support data-sharing transparency, EMI developed interactive dashboards that allow users to explore simulated data in real-world interoperability scenarios. These dashboards showcase:
How different organizations exchange health and social care data using the DxF framework.
Visualization of interoperability readiness for various health and social care entities.
Analysis of use cases, such as Enhanced Care Management (ECM) referrals and cross-sector data-sharing initiatives.
These interactive dashboards use robust synthetic data to showcase EMI’s capabilities in data integration, visualization, and policy implementation.
